The Reactor Engine

The Reactor Engine is a fork off this one instant game made by a company that has zero interest in using it for anything... well when I first forked off of it over a decade ago they were using it but has long since let all copyrights lapse except for the name and since I love homebrewing in that system, I decided to fork it and scrub everything that can be copyrighted.

This is a free, very simple, roleplaying game that you can use as a base for basically anything. Included is the core rules, the abstract combat bullseye map (an optional rule in the book), an omake document for running zombies games, and a create your own monsters table.
